UK Safety and Security(ENS) Requirements

ALL goods travelling by commercial means into the UK will require an inbound safety and security declaration. So, unless you are the owner of the goods being imported, moving the goods in your own vehicle this change will impact your movements into the UK from 31.01.2025

“The Carrier” is responsible for completing the declarations. We understand the carrier to be either the owner of the vehicle or the freight forwarder arranging the collection of the goods and their delivery to the UK Importer. These responsibilities can be outsourced to a third party such as NTS. Civil financial penalties will be issued to non-compliant carriers or for declarations containing unacceptable errors.


Declarations can only be made by third party software; NTS already runs the software required and are in a position to assist our partners if you wish us to do so.


Declarations have to be submitted 2 hours before arrival at the Ro/Ro port of departure and 1 hour before arrival at Eurotunnel in Coquelles.


Most of the data we require to complete the declarations will be contained in the commercial paperwork we use to submit the Customs declarations but in addition the following will be required.


  • Vehicle Registration Number

  • Transit Routing of the vehicle, each country transited must be listed in the declaration

  • Best Estimate of time of arrival at the EU Exit Port/Shuttle terminal


If any details change after collection of the goods including, vehicle registration number, transit route or time of arrival at the EU Exit port/Shuttle terminal an amended declaration MUST be submitted prior to crossing the border, to avoid penalties for non compliance.


Simply email customs@nts-express.co.uk with the supporting documentation the vehicle plate, route and approximate crossing time and we will reply with the ENS Declaration number. Please note the declarations need to submitted prior to arrival to the exporting port, so send the documents in good time.
