From 1 July 2026, EU regulations will require vans over 2.5 tonnes GVW operating on international routes or cabotage to be fitted with a smart tachograph (version 2). These changes are part of the European Union’s Mobility Package, aimed at increasing road safety, improving working conditions for drivers, and levelling the playing field across the logistics industry.

🔧 What’s Changing?
Smart tachograph (Gen 2) mandatory in vans 2.5–3.5t on international journeys or EU cabotage.
Operators must hold a valid Standard International O-Licence.
A certified Transport Manager is required.
Drivers must follow EU drivers’ hours regulations (recorded via the tachograph), though a Driver CPC card is not required for vans.

🕒 Will the July 2026 Deadline Be Delayed?

As of now, there are no indications of a delay to the 1 July 2026 deadline.
The EU Commission has confirmed the enforcement schedule is fixed, and previous milestones in the Mobility Package (such as smart tachograph deadlines for HGVs) have already been implemented without delay. Regulatory agencies across the EU are preparing for this transition, and no official communications suggest any extension or postponement.
